Allow for form sets to be controlled by Incident Type (an input field in the Incident Table) and by User Group (in project properties). Currently, these are mutually exclusive. Each incident type has its own analysis and close out process that would benefit from different forms per user group. But, we want the benefits of having all incidents in one project so we can filter/report/graph and look for trends across all incident types.
