	ExposedSecurityLabelObjects.xml file was only intended to control whether the Security Labels tab appears in the Manage Security UI It was not intended to control whether the Security Labels step appears in Create wizards There is no way to completely hide Security Labels for a specific SecurityLabeled object

This idea is understood and something we have captured in our backlog for future consideration.  Although it is not ideal, as a workaround, it may be possible to customize these create wizards to remove/disable the set security label step in these wizards.
