EDIT: This is possible in WC10, see comments below by customers, they know more than PTC!
In the past attributes without values were not shown on the properties page (Windchill 9.1).
Now, all attributes are shown, regardless of their values (Windchill 10.1) - this is on both EPMDocuments and associated WTParts.
This results in a cluttered screen for most parts which do not require these attributes.
We should enable a site preference to hide blank attributes to improve clarity of properties.
PTC say it's a concept change 9 to 10, it seems like a step backwards (more info below).

This is a concept change. As from Windchill 10.0 attributes added in the Type and Attribute manager are automatically added to certain layouts. So the attributes will appear in the layout"s related UI.
This is working to specification for Windchill 10.0 and 10.1. You can of course remove the attributes from the layouts but then they will be invisible for all documents. It will no longer be dependent on whether the attribute is filled or empty.
If you want to hide some specific attributes for specific users, you can use User Profiles.
