User would like to specify a part that is already saved in Windchill as a Part Library standard part and use the part from Part Library interface.
Sample use case is:
1. User is working on a model/assembly.
2. For a certain part in the assembly, user decides that he would like to register that part as a standard part, so that other users could reuse that part.
3. Other users would like to access that part via Part Library
As of today, user could save the Part Library part into Windchill when opening the part from Part Library and use the part from Windchill from that point on.
User would like to add standard parts as they go along and have bi-directional interaction between Part Library and Windchill.
