Currently, the LoadFromFile utility allows preference instances to be created and modified at Site and Org Level. However any reference to a product or library context is ignored, and the preference will either be set at Org or Site level depending on the load command or contents of the xml file.
It would be beneficial if the functioanlity could be improved so that preferences can be loaded to a specific product or library similar to the loading of documents etc.
