In case the CAD document is already created in Windchill and you choose Edit > Auto Associate and create a new WT Part, it doesn’t build the Part structure.

(Can it be possible to have a preference (Enhancement request ) to also make sure the build can happen automatically with out below action)

The part structure can be built later by using the Build Associated Part action on a CAD assembly's information page Actions.

in 10.2 M030 you have a pref Under Operation/Auto associate/Build Part after associate   that should do what you want
