The "Each" UOM is special because it works with occurrences in the structure, you cannot have fractions of an occurrence so only integer values are allowed. Any easy workaround is to add another UOM "Fractional Each" or similar and when you need fractions of an each you toggle the UOM to that one. This overcomes the OOTB user interface limitations without breaking anything.

If you need this type of fraction (for manufacturing purposes ?)

Try to consider the "as needed" unit

or the "BOM   View" management,  to "translate" a Design "each" quantity to a lengh for example

for example 1 hose in Design BOM -> give 1.5 meter in Manufacturing BOM

For some of our use cases where we produce more than 1 finished part in a single Raw material,  we add a new UOM in windchill . Basically same case as your need. We call it "Raw"  And it allow to use non integer values ...

The system doesn't allow you to change the unit from each to as needed if the wtpart is costructed from CAD structure.
Also in mBOM the system doesn't allow that change.

I tested it on OOTB system. In my opinion the best workaround i found is to create new usage attribute as you mentioned.
