Since Windchill 10 it is possible to define a Type-specific Attribute-Description in different languages.

This description should be shown in the Tool-Tip in the "Create" and "Edit" dialogue:

Hello,

 

I did the same thing but I am not able to see the tool tip on my custom attribute.
