Refer to Site - Preferences - ESI.
All of these Settings under ESI are either at Site or Org level. Depending on where we want to publish information, these settings need to be different for each Distribution Target. For example, the preference ESI - Settings - Enforce Changes can be Yes to a specific Distribution Target, but should be No for another Distribution Target. This depends heavily on how each business unit with one Organization works.
My suggestion:
Make All of the preference settings under ESI be controlled specifically / locally within a given Distribution Target.
Already there are many settings one can define specifically for a Distribution Target. The proposal is to extend this capability to make all the ESI related preferences to be local at Distribution Target level.
