Make available configuration specification types configurable across the whole system

Dear community,

this is the second customer I am facing who is asking for showing only specific configuration specification types across the whole system.

Example: my current customer is only using latest and baseline and doesn't need the Unit/Date effectivity nor the promotion request effectivity (see also attached image).

This would ideally be done by using a preference configurable for Site&Organization but could probably also be performed using a Windchill property.

This would be beneficial as:

1. This is a frequent usecase: many customers have this request

2. Would avoid customization on projects and make on UI simpler for end-users, improving user acceptance.
