Make process roles more easily configurable to minimize manual configuration steps for workflows

In a diverse organization with many discrete projects, we find that each project has their own requirements for many workflow items. 

PTC should have a context specific configuration template that allows the product manager (or an admin) to configure things like email notifications, voting, roles, deadlines, & variables at the context level.
