Make "Set Up Participants" optionally available in Change Object Wizards

Similar to the Assignee and Reviewer selection in the Change Task Create/Edit Wizards.

In many cases, Change Management Workflow participation varies and therefore resolving Roles from a Context Team does not provide sufficient flexibility.  It's easy enough to add a Workflow Assigned Activity to set up the variable downstream participants (such as commodity based Purchasing Agents) but it feels clunky to finish setting things up in the wizard, submitting and then completing a Task.  If you set Notifications on that Activity, then it's Spam to self and if not it can get overlooked and the workflow stalled.  This would help make use of the Product -Centric foundation PDMLink more flexible and prrovide a streamlined user experience, especially for SMB's and Org's where "Product" solutions get deployed across multiple Projects

This may help when a user completes a task where they need to set up participants.  Currently (WC 10.0), a user must set up the participants AND set the correct routing option.  This part sounds fine, but the user is not warned if they up a participant but don't choose a routing option that uses the participants.  So in effect it goes nowhere, in the case of the transition task from a Change Req to a Change Notice.

I upvote this idea.
In some scenarios it should be possible do define the Role Members at the creation of Change Request.

Since CR does not have that wizard, a Task to Set Up Participants is required.
