A method to prohibit publishing specific WTDocuments.

This option already exists for EPM documents and it would be very helpful if we can so the same for office documents.

We have a few documents that cause the publishing worker to crash and it would be good if somehow we could prevent them from publishing.

I am sure there are many other reasons to prevent publishing including security etc.
