As far only in NX  File > New does integrate the Windchill UI.

But user even frequently use NX - Assemblies --> Components --> Create new Parent or Create New Component and only get the standard NX dialog.

Optimal: It provides also Windchill Create Dialog for EPM -

Minima required: Windchill provides for file name the autonumbering introduced in Windchill.
