Navigation Filter Config Specs with "NOT" Condition, Option to exclude parent view and ability to group statements to define processing order

Config Specs in Navigation/Saved Filter only support basic multiple "OR" conditional config spec statements. It is not possible to define complex config statement with this capability.

Example: Config spec to get latest not cancelled version of manufacturing view, will resolve to design version, based on the order of the statements specified in the filter w.r.t to state of design and manufacturing versions.

It will very useful to have following capability with saved filters.

1. Not / Exclude Condition

2. Ability to Exclude Parent View

3. Option to group statements to define processing order

4. Option to show/hide part master when version is not resolved.
