Suggestion:

While creation of New Change Task with blank Assignee and Reviewer, it will help to assign real user and reviewer using picker.  If not blank enduser miss to update the assignee and reviewer and creator will get two tasks is meaning less.

Windchill license should be floating same as Creo, this will help to create n number of users. 

Designer spent 7 to 8 hours per day work in Creo, but Creo license is floating.

Designer spent only 2 hours per day work (touch time ) in Windchill, but Windchill license is named user.

Windchill named license not suitable for manufacturing companies.
