The user should decide if a new type attibute gets automatically added to all layouts
It is cumbersome to remove this from many layouts if it was intended only for a few.
It is also a BP to add all global attributes at a high level node since this supports search usability a lot
It reduces the burden for the end user to know which attributes are on which subtype in the case he wants to search by specific attributes.
From a perfomance and db storage point of view this is not an issue since no values will be stored if there is no value provided.
By the layouts you have full control what the user should create, modify and view on the details pages
A new attribute will get added to a layout only if the layout has one of its groups designated as the 'default group." If you don't want the attributes to be added to a layout, make sure none of the groups in the layout are designated as the default group.
FYI - The feature of automatically adding a new attribute was provided on request by customers.

It would be good if it had a simple dialog box giving you the option after creating the attribute.
Maybe even "Add to Default Group, Add to All Layouts, Add to No Layouts".
