Non latest released iteration state should be set to Obsolete

When promoting a Object to Released state the previous released iteration should be set to Obsoleted State.

It is rare that you would have multiple iterations released for the same revision. The only cases I can think of are where the admin has had to go in and make a minor change. Prior versions may not be obsolete due to inventory issues or usage.

If an admin does make a change to a released version, C.4, and it becomes C.5, then the admin could manually mark C.4 as obsolete.

I do not see this as being a common procedure, but as a rare one-off thing.

There are bigger items for PTC to spend maintenance money on this.
