All of our products have the same states and OIRs. For each product there are different approvers. Many users have access to several products. If a user creates a promotion form and then (through either collection or adding files) adds files from other context, items from other contexts are promoted based on approval from approver for the product of the initially selected item. This allows objects in products to be promoted without going through the correct approver. This could be prevented by not allowing objects from other contexts to be put on a promotion request form.
