Queues are getting stuck in couple of scenarios-
1. A big chunk of 0 kb files are coming in, and holding up the queue just to realize no-content
2. File having unsupported extension and 20+ MBs in size, it is holding up the queue for 15-20 mins, just to realize unsupported

For example huge assemblies that takes 4 hours of publish process and timeout is set to 3,5 hours.
There could be rule to do not publish so huge assemblies and others.

Information about a file size is not on the Object it self (EPM,WTDOC) it is at an ApplicationData
