ProjectLink "Import Plan" should be able to use the file from "Export Plan"

We had a requirement to change the ProjectLink plan of one context to be the same as another context. We tried to "Export" the source Plan and "Import" it into the destination plan. However, according to Support, the IMPORT functionality will only use XML or MPP files that come from Microsoft Project. Apparently, it can't even import its own Export File, it needs Microsoft Project. Wasn't one of the purposes of ProjectLink was to replace MS Project? Why is it now required? Please have the Import Functionality utilize the Export File as well. The help page for this says:
