We need to have a Group where we can add users who should be able to reassign tasks of other users.

According to CS25139

      The user must be the task owner

  • The user must be context admin (Product/ Library/ Project Manager) or an Org/ Site Administrator

But we don't want these users to have the rights of an Library/ Project Manager or an Org/Site Administrator
