Refine classification search should include all classification attributes in WC11

In Windchill 10.2 user can do refine search on classification search result and filter the results based on classification attribute value. But in Windchill 11, this functionality has a limitation on String type classification attributes. String attribute appears under refine results only if that attribute has legal value list or enumerated value list.
