In the old versions of Windchill all saved searches were sharable and then showable without "scope".

We discovered that now in 10.2 M030 CPS18 they are no more showable if without a specific scope. No errors are shown in the popup window to show a saved and shared search. For us is a bug and we created case C13363289.

For us empty scope is equal to "site" scope.

Only administrators can save searches with a scope, then it is a missing functionality for standard users.

The idea is substantially to consider an empty scope as a Site scope in saved searches (like previous versions).
