Reassign lifecyle for change notice stopped all workflows (works as designed). Administrator was not aware of https://www.ptc.com/en/support/article/cs19463
All workflows needs to be restarted manually (https://www.ptc.com/en/support/article/cs57233)

A simple warning / information on Reassing Lifecycle action would inform the administrator.
