Split Preference for Inline Editing for PSB to Differentiate Part and Usage Attribute Editing

As a user, I must be able to independently enable editing of part attributes and usage attributes in the PSB.

Business Impact: If a user changes attributes used for integrations with other business systems, e.g. a foreign key, then the relationship will be corrupted.  

Expected Result: Change the WC 12.0.1.2 Part Management preference named: Enable Inline Editing Product Structure Browser, YES | NO, into 2 unique preferences:

Enable Inline Editing Product Structure Browser Part Attributes = YES | NO

Enable Inline Editing Product Structure Browser Usage Attributes = YES | NO

  or

Alter existing preference to support 4 values: DISABLED | PART | USAGE | PART+USAGE
