System should not allow users to create (second level or more) Circular reference links

Circular reference links in Windchill are creating more performance issues, So system should not allow users to create such links.

As of now 10.2MO30-CPS21, its not allowing only for first level reference link, In the same way it should not allow to create second or multi level links.

for Eg: Part1->Part2->Part1,
