Team Templates should be able to pull in the Guest Role

I want to send a notification to all Members and Guests when a CR workflow hits a milestone.  Currently a team template cannot pull the Guest role into the CR Team. 

 

PTC says Guest is a special role and team templates can't retrieve it.  

 

The "solution" is to add a "setup participant" step and add the Guest role to the CR team manually.  That is "non value added" labor and adds time to the process.

 

The documentation describes a lot of "features" of the Guest role, but this "feature" is not listed.
