We have a ticketsystem where we track issues comming from windchill users, but now we devided the support, so that we also have keyusers within the departments who care about incoming issues. They don't have access to the company ticket system.
I think it wouldn't be a big issue to build a simple Ticket system within windchill where a user can click on a part or change object and open a ticket which ist routed directly to his keyuser by using the windchill workflow and group mechanisms.
