It is possible to create a OIR using LoadFromFile. But it is not possible to update or remove a OIR using LoadFromFile.

Only option is to use the graphic user interface.

Please make it possible to Update and Remove Object Initialization Rule using data loading functionality in Windchill using LoadFromFile
