It would be nice to have a check box in the UI to allow the initiator the choice of whether or not notifications should be sent.

Excellent idea. Whether or not email notifications are sent should be controlled by the action, ACL or Project Manager/Plan/Container preferences. While turning on and off a property is a possible work-around, it is not a scalable feature due to the high administrative cost and the potential negative impact it could have on other projects.
