Value of Electrical capacitance should be reflected in exponential form keeping its default unit as Farad

Value of Electrical capacitance should be reflected in exponential form keeping its default unit as Farad

The value of Electrical capacitance(Attribute) should be reflected in exponential form,so that it will easy for users to read the values and avoiding them to count the number of zeros in the value.

The value of its units are as shown below -

namesymbolconversion
picofaradpF1pF=10-12F
nanofaradnF1nF=10-9F
microfaradμF1μF=10-6F
millifaradmF1mF=10-3F

As of now the values are reflected in decimal which makes difficult for the user to read the same . if the value can be reflected in exponential it will be easy for users and avoid chances of reading error. We can enter the value of the attribute properly, like if we enter 1nF, Windchill is entering it as .000000001F, but we want this attribute value to be displayed in exponential form based on our choice of truncation of zeroes as per the property com.ptc.windchill.partslink.maximumFractionDigits. For more details please refer to the case 13389677

Windchill should be able to track the value entered by the user and there should be a preference and if the preference is yes, user entered value should be displayed irrespective of user Measurement System.

It is nice to have this preference / behavior definition as part of Attribute Definition

For eg, if the user entered 10 mm for a length attribute and if the attribute definition / Preference says to show user entered value, it should display 10 mm rather displaying 0.01 m. if the preference is not set, it should display 0.01 m. Also precision should be defined as part of the definition
