The Export Parts with Failed or Reportable Verdicts xls upload creates an additional exeption when a new exemption is added.  It does not remove the old exemption. 

Export Parts with Obsolete Exemptions does remove the old exemption when you upload a new one.

The behavior of the these 2 options is different and confusing.

Actually there should be another functionality where you want to "replace" Exemptions in Bulk. As you mentioned for Obsolete Exemptions it works to "replace" with a new specified Exemption in "bulk" method. We need to have a functionality that is doing the same "in bulk" for other potential "expired" Exemptions.
