WPA - need ability to disable button to change user password

WPA - need ability to disable button to change user password

Since our company is using a different capability to verify the userid/password entered, we are not using the WPA password.   WPA needs the ability to disable the change password button so that it does not get selected and send an email to the user that their password has been changed and cause confusion.   The button could be greyed out, but the better solution is to remove the button from the UI.
