WPA v 10.1 - Split the REACH Restrictred specification

Version 10.1 of WPA has added the REACH Restricted specification.

Annex XVII restricted category, includes substances, mixtures and articles. Only a limited set of these restrictions apply to articles or applications within articles. We recommend splitting the restricted specification into two separate specifications – one for articles, the second for substances / mixtures.

The reason for this is that the substances / mixture category contains a very large number of CAS Numbers / restricted substances, that while found in many finished products, are not present in a substance of mixture state; therefore requiring significant increase of the applications of exemptions per part. E.g. below screen capture for a label, with items indicated below. We also believe that most other product manufacturers would find this equally tedious. There is a use for the substance / mixtures justification as some manufacturers may include this type of part in their product (e.g. Inks, Reagents, etc.). But, the majority of product manufacturers will not.

One important note – some of the substances have applicability in each of these categories, and would have to be duplicated in both specifications.
