Watermark on drawing doesn't change when state is changed

A customer of us has a lot of 'acient' drawings (not digital) and they want to place them also in Windchill.
Those files are scanned and added as pdf in Windchill. When the status is updated (with set state) the watermark for those items is not changing.

With publish.republishonepmdocumentchange=false Windchill updates the representation (the wvspvp.pvp file) after the set state action (same for other actions changing metadata).

With publish.republishonepmdocumentchange=true Windchill will update the representation (wvspvp.pvp file) after successful publishing.

Those files can't have a succesful publish as there is no real content.

So it would be better to have a possibility to have the same behavior like publish.republishonepmdocumentchange=false
