When Preferred File Site Server is not available, make upload automatically possible on Windchill Master Site without having to change the “Preferred File Server” preference back to master.

This is a great idea as many users don't even now that a preference exists to decide which site they are using.

I'd like to request if you do this some note in the ui indicates this is happening. For various reasons users in ou company have to manually add the certificate. Id hate to have it still work but really slowly.
