It could be equally inconvenient when a menu that was explicitly invoked by a mouse-click keeps disappearing when you move slightly out of the menu accidentally. You'll need to click again to get the menu back. Generally, a menu that is displayed without a click(simply by hovering over something) is a good candidate for closing as soon as the menu loses focus because you don't have to click again to get it back.
So there are no plans to change the current behavior.
