Windchill PLM menu commands in 3rd party CAD tools should be consistant

the Windchill check-in menu command in SolidWorks and Autocad should be greyed out if the user does not already have the objects checked out in the system.

Same for check-out if the user already has the active object checked-out in the CAD session.
