It is no understatement that PTC's Access Controls are fairly limited. The area I see it affect most companies is around Windchill Parts.
Modify does
1. Ability to Check Out and Modify the BOM Structure (which normally gets approved by Engineers and Configuration Management)
2. Ability to Update Attribute Values
3. Ability to Add Documents against a WIndchill Part
For many companies a Windchill Part reaches a State such as "Released" where the BOM Structure for the Revision has been approved and is Static. (Whether EBOM or MBOM)
But there are plenty of cases where Attributes might need to be updated and Re-Released to an MRP System or a Downstream User needs to append a Document to the Windchill Part.
Time to Split Windchill Access Control
A> Modify - Allow you to update User Attributes; Allow you to Add/Remove Related Documents
B> Modify Content - (Currently not used by WTParts) - to Allow you to Update BOM Structure and Usage Links (Quantity/Ref Designators/UOM)
Time for a Review of Access Controls.
Or Introduce new Access Controls such as "Modify Related" for Documents
