When modifying workflow code it would beneficial if there was some syntax highlighting. This would allow different portions of the code to be different colors to allow ease of programming.
Externally there are many programs that have such functionality (Visual Studio, Notepad++, and many more), it would be beneficial when checking code to have it internalized.
At a minimum it would be nice if comments were highlighted differently than the code.

Are you talking about when you're inside of Workflow Template Administrator, and editing the code in an Execute Expression robot, for example? (Or conditional node, or conditional routing of a workflow task, etc?)
If yes, then this should certainly be in scope for when they're converting this Windchill function over from Java applet to HTML5.
In reality, all of it, anywhere there is code. You can always copy it out, edit it, and then paste it back in, but as a "nice to have" it would be good to not have to leave the development environment.
