Auto deletes the publisher queue entries with status as NONEVENTFAILED when the count reaches a certain threshold or it can be deleted once the status changed to NONEVENTFAILED.
In Windchill you can create an entry in a Scheduling Queue that runs class method at whatever interval you want (hourly, daily, weekly, monthly, etc). In this case it deletes NONEVENTFAILED Publishing Queue entries.
I have this setup up to run every Saturday at 9:00 PM.
I also use this technique to Remove Unreferenced Files the first Saturday of every month.

PS There is also an OOTB listener that listens for unsuccessful publishing jobs. This could be used to delete the NONEVENTFAILED entries immediately.
