change behavior of org admin "undo check out"

Per CS2998 and SPR 1669744, the intended default behavior of the Windchill org admin "undo check out" function is to delete the working copy of the file from user's workspace.  This does not make sense as a default given the function name which implies it will simply cancel the user's check out on the file.  Suggestion is to have the function default to simply canceling the user's check out and within the object collector, provide an option that can be selectively applied to the file(s) to run the additional operation of removing the file from the user's workspace.

I would actually one-up this change for "undo checkout" to include the ability to download any saved data that's on the server-side workspace. We've had issue where someone left the company or passed away and they were working on assemblies that the business would not want to lose - just reassign the cabinet/workspace to another user via a Site/Org admin.  Does this make sense?

That would be a great function, perhaps call it "Transfer Check Out" with an option in the object collector to "include modified version of file".  That would alllow the admin to transfer the modified & uploaded version of the file and checked out status to a workspace under a different user.  We would have benefitted from that several times when someone doesn't check data in before leaving on vacation.  I think there are a couple of open product ideas along these lines with slightly different takes on how to accomplish it.
