Add User Manager for Integrity Modeler 9

Currently there are just context menu entries to create users/principals. But there is no remove nor a viewer. Note also that users/principals are not necessarily added as windows user individually but needed to apply rights in the model itself. (Means the Windows user creation, viewer are not sufficient.)

Using the context menu may be sufficient for a small group but not for 200+ users multiplied by 100+ databases. There need to be way to add a new user as login and principal on all databases in one shot, same goes for removal.  

This is at least what the user manager had done up to version 8.5.
