Admin function availability in the Integrity Modeler Web Interface

The Web Interface to Integrity Modeler needs some improvements in the area of Administration.

One of these is allowing any IM Admin to access the Admin page in the Web as described in the link below (rather than JUST MWI_SiteAdmin)
