Display time for tip pop up comments

The display time for a pop up help tip is approximately 10 seconds, for some tips this is not enough time to read and digest all the help tip. An example being the help tip for "Approval Process Definition" within the Relationships tab of a Project.
Can you please either extend the display time to something like a minute for example, or remove the display time such that the help tip stays visible while the cursor is hovering over the item.

Please use the alternate solution for this issue: The pop-up help tip is visible immediately after re-hovering the mouse pointer on the field name.

@GauravPhadtare I know that seems like an easy solution, but from a user perspective it sucks. For fields that are complex we sometimes need to create long hover texts that take time to read and understand. Constantly moving your mouse on and off the field to get the hover text back is frustrating and makes it more likely that the user will just ignore the hover text. I don't see an issue with just removing the display timer entirely.

Please let me know if this can't or just won't be implemented so we can take mitigation steps if necessary.
