ERROR: After a Main Server Restart, Licenses are distributed to Clients disconnected from Inactivity

Tier1 Supplier in Automotive Industry with 35K Employees worldwide.
Installed RV&S Clients: more than 9K


2. What product and version are you currently running?
RV&S 12.5.0.4

3. Describe the problem you are trying to solve. Please include detailed documentation such as screenshots, images or video.
Following the Distribution of our Company's Employees worldwide, there is a Timeslot within a Day we have most user active concurrently: Between 9am and 11am CET/CEST.

If we need to Restart our Main Server during that Timeslot, we usually get Hundreds to Thousands "License Denied" Errors as a Consequence. Analysing together with PTC Support and PTC R&D there has been found Root Cause:  Main Server is granting Licenses to each Client that can be found via our Network.

Problem: this won't be done to each Client which have had a Connection (active / idle) while the Restart has been done, BUT  TO  ALL  CLIENTS  THAT  ARE  LOADED  ON  A  COMPUTER, including partly Hundreds of Clients which had been disconnected from Inactivity before. As Configuration to disconnect a User cause he is not active we are using the Minimum possible Time (GUI: 60 minutes // WebUI: 30 minutes)

4. What is the use case for your organization?
Having a Main Server Restart during a certain Timeslot of a Day, many User won't be able to work as long, till inactive User get's disconnected again. Minimum Time will be 1 Hour.

Effect: Combined with previous unavailability of RV&S Main Server for ALL User, which ends into a Restart, in addition potentially Hundreds of User won't get a License after the Restart, and are not able to work for up to 1 Hour. 
Follow-Up Effect:  Cause User expect to get no License, they are connecting to RV&S, thinking they will have a License some time later when they will need the Tool. Or in other Words: Usage of Licenses increases without the need to use the Tool, caused wrong Tool's wrong assignement of Licenses.

5. What business value would your suggestion represent for your organization?
Avoidance of today's License Trouble.
