This idea comes from the Case C14144085 - Issue to extend development paths on some subprojects:

 

 

In an extendable devpath situation, we cannot distinguish between a subproject which is configured as a build because it hasn't been extended yet, and a subproject which is configured as build because it was confugured as a build at time of checkpoint and cannot have the devpath extended. 

 

From a user perspective, there should be no distinction, we should be able to extend the devpath regardless.
