Make project filter data persistent and to be exposed as a client launch parameter

Scenario

Open RV&S and select a project using the Project Filter

Open a document

Close the client without exiting

Reopen the client

The document will be still open but there is no project selected anymore.

I would like to make the project selection persistent. Also it would be better to be able to launch the client and specify a list of projects as an option.
