Need OOTB and UI-based mechanism to deploy updates to solution templates

Currently, reload of newer version of solution template does not overwrite existing information. 

The requirement is to have the ability to "upgrade" the solution.

Current solution is to use "delta" solutions to rollout solutions updates, but this approach requires a lot of scripting when expectation is that it should be more easily manageable through the UI.
